Abstract With the development of new power systems, formation a “double high” pattern in frequency has made security prominent problem. It is particularly important to formulate unit generation plan with constraints at day-ahead scale. However, commitment model based on unified for entire network cannot be used because exhibits spatial variations. This problem solved this study by establishing single-machine aggregation response partitioned system. In model, support between individual regions established distribution disturbance over subregions. The index initial change rate introduced each subregion establish an analytical expression relationship and scheme. Finally, effectiveness solution algorithm verified improved IEEE39 node
